I am nominating this file due to potential URAA concerns. The file identifies the photographer as Cheng Kuande (1937–1991) and states that the photograph was taken in August 1966 in the People's Republic of China. However, the source provided is only a 2016 website and does not establish when or where the photograph was first published. If the work had been published before 1 January 1996, it appears that it would still have been under copyright in the PRC on the URAA restoration date, meaning its U.S. copyright may have been restored under the URAA. If it remained unpublished at that time, the file description likewise does not provide sufficient evidence that it is free in the United States. Recent Commons discussions have resulted in the deletion of numerous comparable PRC photographs from the 1950s and 1960s on URAA grounds. I am therefore requesting community review of this file's copyright status under both PRC and U.S. law, including its publication history.
