Viscount Chelmsford was born on 12 August 1868 and was educated at Winchester and at Magdalen College, Oxford.He was called to the Bar. He was the Governor of Queensland, the Governor of New South Wales and also Viceroy of India.(1916-1921) At the time of the photograph, Viscount Chelmsford, was the First Lord of the Admiralty in the Labour Government.
